An Expert Engineer must make the "Recipe: Goblin Rocket Fuel", and then he must hunt down an alchemist and give the recipe to him and have him learn to make the Goblin Rocket Fuel. Then the Alchemist makes the Goblin Rocket Fuel for the engineer and works out the trade issues to give the Goblin Rocket Fuel to the Engineer.
Now isn't that clear as Mud.
