It is already grey when learned (perhaps because it's a upgraded recipe and not a new recipe) so don't expect to get easy points off it like you could with the earlier tier version.
No ilvl requirement is listed, but in patch 10.0.2 this cannot be applied to iLvl 87 pants, but iLvl 47 do work. I suspect the cutoff is iLvl 50 like most low-level enhancements.
