Imperial Silk now has a chance for Tailors to learn a random ilvl 458 PvP gear or ilvl 522 epic recipe.

This is one of them. However making imperial silk through the Song of Harmony dont make it proc.

I can confirm that you do not need to learn all 36 blue recipes ([item=137926] for example) in order to learn this epic one. If you are not learning it it's just bad luck and you need to keep making that imperial silk every day. Good luck!
