After an hour and forty five minutes, it procced 69 times, 1.5 ppm. It's likely about 2ppm. Also of note, it seems to proc mostly off yellow damage. I'll continue to grind demons, if I come up with drastically different numbers, I'll repost.
This is a very nice enchant to have in the Burning Crusade as you increase in levels. With the changes to Crusader and other enchants to lose potency as you level, this one remains unchanged.
