As of patch 4.0.1, Smoking Heart of the Mountain still states "Requires: Black Forge" under the recipe name (in small white font) in the Enchanting->Miscellaneous profession tab selection and "Requires Black Forge" in center of the screen (larger red font) when you attempt to make it with all reagents in your bags which fails if you are not at the Black Forge.
