This is pretty useless imo. I went to PTR, waited until I got the dust trader and tried this. You only get 2 fractured each time essentially wasting luminous shards. I'd say stick with daily temporal and then enchanting building for shards.

This might actually be the most underestimated enchanment in game. Because for some strange reason it stays red all the way trough 1-100 legion enchanting allowing you to max out your enchanting for next to nothing. This effect becomes especially noteworthy once you reach close to a 100 and the mats costs to level up becomes daunting.

I don't know if this has always been the case or if it came with the BfA Pre-Expansion Patch 8.0.1 which changed enchanting from 0-800 to
300/300 - Classic
75/75 - Outland
75/75 - Northrend
75/75 - Cataclysm
75/75 - Pandaren
100/100 - Draenor
100/100 - Legion

The recipe for this item can be purchased by [npc=91029], for 5xLuminous Shard. She can be found inside the Great Hall in your Garrison. It seems that traders like this guy is a random spawn in random characters' garrisons, since there are players complaining on the trade channel that they cannot find her at all. In any case you can view a friend's Garrison and purchase the recipe.

If this has the same "proc" rate as the normal daily Temporal enchanting recipe and always gives a full Temporal Crystal rather than fragments, one spirit and one shard for a Temporal with no cooldown is going to be... pretty ridiculous. I'm making the assumption that this will have a different chance for creating full crystals than the daily cooldown, as the value of Temporal Crystals would plummet. If it really is the same chance, just with the added Primal to the cost, that's going to be pretty absurd and I'd probably sell off any Temporal Crystals you have right now while they're still worth something. I can pretty much guarantee that if this is added in its current state that the value of Temporals will plummet on pretty much every server.

Here's hoping that this gives Fractured ones most of the time with a slight chance for a full Temporal Crystal, rather than working like the current daily cooldown that always (or very, very often) gives a full Temporal if your Enchanting is >= 600.
