So far that I can tell, the Red Beaches in Blasted Lands is a pretty good place to farm rune cloth. the naga there seem to drop it frequently enough and have a pretty high respawn rate. you can go from one end to half way, turn around and they will already be respawning. So this could support multiple people farming.
please note: since patch 6.0 you have to phase back to the time prior to invasion. To do this go to 47,8 and talk to [npc=88206] and ask her to show you the zone before the invasion. Then travel down to to the beaches. While phased out the flight points wont work, they will say there is nothing connected
