It should be noted that the level of the mob you are fighting has absolutely nothing to do with the proc rate of Crusader (using you being level 55 as an example). The reason you are experiencing fewer procs is you are missing more often on creatures above your level. Find a couple of pieces of gear with hit rating (Blizzard has blissfully re-itemized some pre-TBC items with +hit rating) and you'll notice a substantial difference.

It has one of the nicest looking glows that i have seen and beats fiery on average DPS (although it does cost more), the +7 damage bounus (greater impact) costs about the same as fiery and is also better than fiery although only slightly.(crusader and lifestealing are by far better but of course come wiith a price)
I like my +9 damage. I don't have to worry about whether it will proc in a 4 second fight. My charges hit like a truck and my overpowers make it a bad day for rogues and hunters. I like just straight up damage bonus. Uncomplicated. This of course is on my 19 warrior twink. For PVE I would rather go with crusader.
