To be able to learn this enchant you need to have an honored reputation with the timbermaw's. I found the easiest way to get here is to grind the timbermaw's in the upper camp of felwood and if possible get in a group to do it since that makes farming faster.
Also at friendly you recieve the +25agi enchant from the timbermaws which is a big money maker for enchanters.
