This item was a rep reward from the Zandalar tribe before the shattering, its no longer available to be learned in game and the primal bat leather needed to make it is no longer obtainable since zul gurub is no longer a raid and is now a level 85 heroic dungeon, maybe one day bliz will bring it back.
