TheWoWDBThis enchant IS available the same way it's always been, AQ boss drops. Characters above lvl35 have no use for it though, they'd use the Major Healing enchant. This is still the best that healing twinks(19/29) can get though.

The time spent looking for an enchanter who can do this is better spent doing a few daily quests, buying the more expensive materials and instead getting 35 +healing.
I learned this enchant before 4.0.1, but it's now missing from my list along with fire, frost, and shadow power. I have a ticket pending, so I'll update to see whether this is gone or I can get it back.
Edit: This enchant is back in my list. It is unchanged by the patch.
