This was changed during Shadowlands development (9.0.1), from the Insightful Rubelite into the Natant Rubelite version. The new version no longer gives +5% experience but 5% swim speed.
These bonus experience gems seem pretty neat, and I really do hope we see more interesting types of customization options in the future. I really miss all of the different types of choices we used to have to enhance our characters. Currently, only being able to choose between Crit, Haste, Mastery, and Versatility isn't really all that exciting. While it is great to have the ability to customize your stats with these enhancements, it would be really cool if we were offered more options to enhance our characters in more interesting ways.
