You have to defeat Jandice Barov (http://www.wowhead.com/?npc=10503) in Scholomance. After she's died a book spawns and every tailor in the group can learn this recipe.
You do have to have a min. tailoring skill of 285 to learn the pattern, otherwise you just get a "you can't comprehend this" kind of message.... :\
Make sure you are going into Scholo with a high-enough level -- I found out the hard way that 282 wasn't high enough, but luckily, I had Rune Thread with, and used all the Runecloth drops to make 3 more pairs of Runecloth gloves (taking me to 285), at which point I could learn it! :)
