90x Neatherweave cloth
10x Arcane dust
2 x Netherweb Silk
1 x Rune threadBut if you were to buy the mats on the AH to craft these pants, then cost is not efficient, unless you factor in time saved farming.
The silk is easy to find in outside Shatt, the cloth is all over but seems to drop in high amounts in Neatherstorm (go figure) the dust comes from every green item in Outlands, or just use some cloth to craft Netherweave belt or Bracers to DE for the dust.
Costs on my server if you AH the stuff on average is
20 x Netherweave Cloth = 3g50s
Arcane Dust = 1g ea
Netherweb Silk = 6g eaSo about 34g25s for mats to make the pants.
Cost to buy 1 Large Prismatic Shard 25g.

Netherweb spider silk goes for 10g each on my server. Auctioneer says that the shards are about 19g. You might as well sell the 2 netherweb and buy a shard.
