As of patch 3.1, you can learn to make Netherweave Bandage at 300, at least that's the level I was able to buy it at from Falcon Watch, and of course there is no book now - you just learn the spell directly from the trainer. The recipe stays orange all the way to 330, when you can now learn heavy Netherweave Bandage.
I assume this is to fix the issue of Heavy Netherweave having a higher skill requirement than Frostweave.
