Actually, it is still available, though not easily. The old level 60 Polar set can no longer be learned by new leatherworkers, and the raid where the Frozen Runes were obtained no longer exists, but the profession spell and runes were not removed from the game. If you can track down a leatherworker who still knows how to make them, and find some Frozen Runes hidden away somewhere, it is still possible to have this and other parts of the old polar set made today.
