This is only useful for classes that can stealth. You cannot use this on a warrior and suddenly be able to stealth as much as a lvl 6 rogue/prowling druid, it will be completely wasted on you.
That being said, for those that can stealth, this reduces the distance before you are seen equivalent to being 6 levels higher than you are.
Example: say you are a pvp-flagged 79th level rogue, and want to sneak around a bunch of level 85's. You drink this potion, and you can now sneak as well as a level 85 for one minute.
Say you are level 85. You drink this potion, and now sneak as well as a level 91."Increases effective stealth level by 5." means you now sneak as well as one level higher than you currently are.
Every five 'stealth levels' means you sneak better by one more level. (10=2, 15=3, etc.)
