Not really. most resists from spells are caused due to a lack of +spell hit, very few mobs require spell penetrations (which is used when a target has spell resistance). This potion will do relatively little to increase your damage unless the mob has spell resistnace

These are a handy potion to have when you're forced into a caster roll as a healer. Not many cases in the game at the moment, but when you are forced to fight your Inner Demon during the Leotheras the Blind encounter in Serpentshrine Cavern, these elixirs are perfect. Healers have a hard time killing their Inner Demon and having this elixir's buff can almost assure that your spells on them aren't resisted. A spell resist on these can often times mean you'll not kill your demon and have to be killed off by your own raid.
Does this Type of stuff affect immunities from mobs, for example making elementalshamans able to do damage to earth and air elementals with lightningbolt?
