It is actually quite useful as you the determination whether you gain skillups is based on your unenhanced skill. This means that recipes take much longer to green out. I found it invaluable as I leveled enchanting to 375.

With the new Realm First Grandmaster Enchanter achievement, I got hosed because of my BE racial.
I was at 435 in enchanting when I decided to go for the server first (4 days after wotlk release) so I put all of my resources into hitting 450, only to find that I need 460/460 to earn that achievement. After doing my homework and realizing that the value per point is the same, I can understand why getting to 460 would be the 'fair' way to award the achievement.
Needless to say, when I realized I actually needed 460 enchanting to earn the achievement, I made a battle plan. Most of my resources had been spent getting to 450, but I still had enough money to purchase all the mats of the AH to get that extra 10 points. Of course, there were 0 of the materials I required. So I set out to do it the hard way -- farming. About 90 minutes go by, and poof, an announcement shows that someone else has just hit 450 enchanting.
So in fairness, I'll concede that it was harder for that person to get to 450 than it was for me, but that is not the issue I'm arguing. It's irrefutable that I was at 450 enchanting, which the achievement clearly requires. If the wording on the achievement system were more clear -- "First character to cap their Profession Skill" I would have expected to have to get 460, and I wouldn't have spent over 10k in gold and materials.
I know I'm QQing and I'll probably get purged for it, that's fine... I feel better venting ;)
To date, there are no enchanting recipes that would necessitate a skill greater than 375 to use. However, this ability will allow enchanters to use recipes sooner than they would have been able to without it.
The way the racial works for your skill:
- New Character/Apprentice: Start at 11, cap at 85.
- Journeyman: Increases cap from 85 to 160
- Expert: Increases cap from 160 to 235
- Artisan: Increases cap from 235 to 310
- Master: Increases cap from 310 to 385
Also of note: You still need to be at skill level "375" to use recipes requiring 375 skill. The effect of this racial is that it takes you 10 fewer skill-ups before you reach 375 Enchanting.
