TheWoWDBI have done extensive research on the topic of TBC bracers and as near as I can tell, these are currently (3.20.07) the best paladin bracers in the game. The stats exceed those of both the Whirlwind Bracers and the Bracers of Justice, both of which are from Karazhan.
The healing bonus is excellent, and the spell crit will give you ~.82% to crit with spells, a very useful stat in coherence with Illumination. The stam and int are somewhat lacking, but are made up for by the +heal and +crit.
These can be crafted fairly easily by a 365 blacksmith, I myself am now able to craft them on Firetree (Agentsmith), and I believe that for any dedicated paladin looking to raid or simply be a sufficient healer, these are the best bracers you can get at the moment.
