TheWoWDBDO NOT turn the quest before you have learned rank 2 or you'll get nothing
What you report can indeed happen if you you complete the quest before learning the previous ranks or if your character does not have the required skill level ( that is 170).
In this cases the recipe may not be awarded and you will need to learn the previous order or reach the required skill and then repeat the work order - being that intended.
I sincerely apologise for any inconvenience that has been caused as a result of this.

So, this is NOT like the other cooking rank world quests... i just finished the quest and then learned the rank 2, looked in my bag and found nothing... very disapointed :(
You DO NOT get the rank 3 in your bag, i guess its autolearned when you meet the requirements for the rank 3 and do the WQ.
