This enchant does not seem to work properly in new 9.1 zone Korthia. Someone said it works for skinning, but it definitely isn't working for herbing. Unclear about mining yet.
Edit: Looks like it has been fixed as of 3rd July.
tested on live. as of current patch this does not stack with tauren racial
