The reason you have to travel back to Exodar to get the teleport and portal is because you can only learn each city's port spells, surprise, in each specific city. This makes perfect sense. Think about it this way: each city has a mage that specializes in teaching new mages how to recall themselves solely to that city, and the traveling the mage does is kind of the price they pay for wanting to learn said spell.
