Shares a cooldown with all of the other Drums created by leatherworking. Upon right-clicking, you get a 1sec cast time at the end of which all drums gain a 2min cooldown.

Actually, this is 100% true. Just hasn't gone through yet. This is a change on the PTR, the item now requires less mats, is easier to get, has more charges, and will help skill LW to max easier.
