You CANNOT apply on any item not in your inventory.
You CAN apply it to any BOE item and not make it BOP (unlike Enchant Ring)

Can you still use these for twinks at all? (looking at for the 40-49 bracket)
If so, does it have to be on a BOE or what? seems to me that the twink can't apply the patch b/c he's not 60, a 70 can't apply it to the twink b/c it says "you must own this gear" or something, and you can't apply it to a BOE then trade it b/c applying it would bind the BOE to you.
anyone know for sure, please post here.
Clefthide Leg Armor can be used on http://www.wowhead.com/?item=1396 Those pants won't bind to character, that makes the armor re-usable on other characters.
