At level 65 you should be just hitting or be part way through the Nagrand zone. Nagrand contains a lot of air elementals scattered throughout that drop motes of air, and earth elementals that drop motes of earth. How convenient!
Non-set armor, unlike the Primalstrike set (http://www.wowhead.com/?itemset=619). Excellent chest with the relatively low level requirement (Lvl 65).
