actually the plans drop from trash in SSCThe recipe is a drop from random mobs inside both Serpentshrine Cavern and The Eye. I, personally, have seen it drop in both instances.
Most guilds on all the servers I play on refuse to sell Nether Vortexes at all, even when offered over 1000g per. I'd say your chances of getting your hands on one of these are pretty slim, at least until EVERYONE in a guild has crafted everything they need, which may take a while.
