I can confirm that [item=201929] does not require you to have the maximum renown with the Maruuk Centaurs. I am now at Renown 20. Didn't even realize I had all 3 in my bag all along. Not sure when it is dropped but renown 25 is not mandatory.
Edit: It looks like you have to be at max renown with Maruuk Centaur to be able to pick up the quest. According to other Wowhead threads.
