As of 2.1 it can be trainer at any Grand Master Jewelcrafter (for free too, at least in Thrallmar)
if you are HORDE you can train in thrallmar but alliance can not train in honor hold. if you are alliance follow nahri's post above. Still costs money to train. its not free.
