I think the reason is that there is less diversity in materials than with other professions. Other than the leather types, furs, scales, chitins, and eternals, there's really nothing else. I'm not saying you can't fill your bag as a LW and be in need of more space, but as a JC, miner or enchanter, there's definitely a lot more items you need to hold on to. Especially with things like enchanting recipes taking sometimes several stacks of dusts or multiple bars/ores or gems for mining/BS/JC.
That's how I think their rationale worked out.
