The eternal to eternal and titanium all specifically mention that you have a chance to discover additional recipes. The meta gem transmutes do not.
There is currently a glitch where you can proc more discoveries just making other potions (I'm potion specced so I only make potions, may work with elixirs too) immediately after doing your daily transmute. I discovered 3 additional transmutes yesterday and 4 today. Have fun.
