The cooldown is shared with the Cataclysm transmute CD.
They really need to do away with the cooldowns for these. Cmon, we're two expansions post Wrath. Instead I get to farm Wintergrasp like a dope for hours on end to make some bags that aren't nearly as good as current bag recipes.
