as of 3.0.8 this is made at the azure dragonshrine in dragonblight - south and slightly west of wyrmrest temple. There are a few humanoid mobs around but it's easy to find a place along the edge to make fabric.
Cooldown and location requirement removed in 3.3.3 patch.
