MageThe mage trainer in Orgrimmar doesn't have the dialogue option to learn this anymore, had to go to Razor Hill and talk to the mage trainer there.

You can learn it from any mage trainer. I learned mine from the mage trainer in Org next to the portal.
For those who haven't checked, this can be used with Shimmer. So you can blink forward to avoid a mechanic, then you can blink back by back peddling to your previous spot and continue pewpewing.
Edit: I forgot to mention that Arcane Momentum can be unlearned by visiting a mage trainer once more to unlearn it. So go ahead and give it a try with no worries.
Good old Zanzo teach u this passiv spell. He's so amazing!
Edit: Every mage trainer can teach you this spell now. If you talk to them again you can unlearn it.
