This is the same reweard for a similar Horde achievement.

For The Horde! Involves same criteria. Kill Wrynn Tyrande Magni and Velen.

actualy this is the horde version. go look at the item that teaches it. if orcs, undead, tauren, trolls and blood elfs can use it then it shouldnt take a rocket scientist to realize that this is not the alliance version.

"i mean, is it feasable for a lowbie to get it?" As feasable as a 40 man raid of lowbies taking on lvl 75 city guards and 5 million health point lvl 80 faction bosses gets.
