It is true that the 50 SP version is much cheaper, and it's probably not worth it to put this enchant on most weapons.
However, I'd be damn embarrassed and upset to see someone running around w/ a torch of holy fire NOT enchanted with this.
bottom line, if you're never going to upgrade an item, it's just stupid not to enchant it with the best enchant you can get.

Not to mention that alone, yeah, 13 spell power is pretty minor. However, it's the different cumulatively that makes the difference. The difference between green and blue (or blue and purple) gems is pretty minor. The difference here is pretty minor. The difference between the TBC head and/or shoulder enchants and the new ones is pretty minor.
However, all those minor differences start to add up in a hurry. Eventually, after skipping on all those expensive but minor upgrades we're talking a difference that could be one to two hundred spell power (or any other stat) in size.
I still recommend making sure that you have a VERY good weapon in hand before spending the cash on this, but min/maxing raiders often settle into a gear situation where you only get a new piece of gear once every few weeks. At that point spending a little cash on the best enchants is not too bad.
The glow effect is the same as on Spellsurge, i.e. bright blue with a shiny or "sparkling" effect.
