This enchant is very underpowered considering the skill level required to learn it and the mats required.
If we compare the stat gain to that from gems then 1 crit=1hit=1str, icewalker have a total of 24 points of stat gain while this enchant only have 16.
This enchant should be buffed to yield at least 48 attack power.
If you're already hit capped, icewalker is only worth 12 points of stats, while this one is still worth its 16 points. Then, this enchant is more powerfull than icewalker, but only at the condition of being hit capped. However, the classes Althizor mentionned have a very easy to reach hit cap, and are better off with this enchant, imho. (And this 'chant is really cheap as of the latest patch, so go for it =) (But I still agree, 32 is maybe some way weaker than should be, considering it's the most hi-end boots enchant for physical dps... hope they'll be giving us some more powerfull AP 'chant
