Rituals of the New Moon

This technique is learned from this item, which drops off the residents of Silverbrook in Grizzly Hills. It's BoP so you'll have to go yourself to learn it.

When you craft one, it randomly creates one of four randomized books with one of four possible wolf colors: Grey, White, Black, or Red. The color you got is found in the Use line of the item after creation. They all share cooldowns with each other along with several other costume items. While transformed, you turn into a large-sized classic wolf model. You can run around, sit, and dance- basically everything a Ghost Wolf can do- but you aren't translucent. You are also silenced and pacified in wolf form. Finally, if you remove the book, you will change back. The books are BoE and can be sold, and used by anyone.

I'm sensing that you're likely incorrect. Werewolves have always been connected with the lunar cycle. New Moon (the book) is called what it is because it's referencing the super old myths. Also: werewolves have been known to hide in the woods. Definitely not so definite reference to a book series. It could be but it could not be.

I can confirm it still drops from those folks. It took me about 15 minutes to get it to drop.
