Or, they're making it easier to level leatherworking.

Figured I would post this since no one else has. They DID NOT remove the ability to combine the scraps manually, but it does seem as though they added this spell to help level leatherworking.

I'm fairly certain they're not removing the ability of non-leatherworkers to combine scraps. They're just adding another method... presumably to make it easier on leatherworkers who have a ton of scraps in their bags. They'll be able to click "create all" instead of right-clicking each stack manually.
