The following gems can be transmuted by an Alchemist without a cooldown. The link is to a blue post confirming what Alchemists on the PTR are experiencing. I have xmuted dozens in a row and the lack of CD is not a bug. So, expect the epic gems to come more into a reasonable line as far as prices go after a few weeks of the patch.(6/30/09) Build 10048: The 20 hour CD has been placed on epic xmutes and significant changes have been made to the materials required. The information below has been updated as of the stated build.
(8/6/08) Live Patch 3.2.0: Changed the Eye of Zul requirements to reflect the state which the patch was taken live.
Transmutable gems in 3.2.0 and the required materials:
- Cardinal Ruby: 1 Scarlet Ruby and 1 Eternal Fire instead of 3 Eye of Zul
- Majestic Zircon: 1 Sky Sapphire and 1 Eternal Air instead of 3 Sky Sapphire
- King's Amber: 1 Autumn's Glow and 1 Eternal Life instead of 1 Majestic Zircon and 2 Eternal Life
- Dreadstone: 1 Twilight Opal and 1 Eternal Shadow instead of 3 Twilight Opal
- Eye of Zul:3 Forest Emerald
- Ametrine: 1 Monarch Topaz and 1 Eternal Shadow instead of 1 Majestic Zircon and 2 Eternal Shadow
Thought I would just mention as no one else has (that I can see anyway) it shares a cooldown with the other Epic transmution gems. So you can only craft one of the epic gems every 20 hours.

Thought I would just mention as no one else has (that I can see anyway) it shares a cooldown with the other Epic transmution gems. So you can only craft one of the epic gems every 20 hours.
As of patch 4.0.1, the cooldown for epic gem transmutes resets at midnight, server time, regardless of when you perform the spell. This effectively makes the CD a static 24 hours, but allows you to perform it anytime during your day.
As of 5.0.4, these epic gem xmutes still have a cooldown that reset at midnight.
There is a seems to be a bug in 4.01 (or maybe an intentional change to cripple alchemy), which means that the high-level transmutation recipes are currently unavailable to learn, certainly for people respeccing their alchemy mastery. numerous posts on the blizzard-us forums are unanswered.
As of Patch 3.2, it takes 3 Forest Emeralds to transmute 1 Eye of Zul, with a 20 hour cooldown.
The trainer in Dalaran teaches these transmutes---go to the Alchemy shop and she is the npc not behind the counter.
Do these proc off of the the transmute specialization?
Yes, a Transmute Master can get multiple gems from a single Transmute.

No, it does not. This doesn't say that it grants kill credit for NPC 28701. This, and the other four transmutes grant credit toward the quest for Transmute: Cardinal Ruby, which requires that you transmute any combination of the 5 epic gems. "Kill Credit" is just a server-side script that grants you progress on your quest.
Anyone noticed that they didn't change the tooltip? It still says "the elements of life". I don't see any "life" amongst the materials. ^^

hilariously enough, in the spell mechanics it says it grants Kill Credit for NPC 28701
I just got my druid's alch to 450 and after seeing this bug petitioned a GM. My ticket was escalated and within 48 hours I had a GM whisper me asking me to hop onto another toon while they fixed the issue for me. It took about two minutes and then when I logged back on I had the transmutes in my recipe list. Didn't even have to pay to learn them. If you need screen shots, I'll post them, but it's too annoying to post them otherwise. I'll be reposting this on the other epic gem transmutes.
Confirmed that entering a GM ticket fixes the problem. I had the exact same experience as Etain when I entered mine. Thanks for the advice!
Strangely, no cooldown on this transmute on PTR as of today.
