The armor gain is, sadly, not multiplied by (Dire) Bear Form for druids.
As of Legion 7.3 this cloak enchantment gives absolutely nothing, no armor increase whatsoever. I mean, I totally agree with the item squishes to keep things streamlined but these low-level stuff need to be optimized too, there are now some low level upgrades that no longer give anything useful at all, I'm looking at you Elixir of Minor Defense...
