There is NO cool down on this transmute like the other ones for Dream Emerald, Ember Topaz, Demonseye, Ocean Sapphire, Amberjewel.
This awesome and you can quickly level to max Alchemy once you learn one of these.
Enjoy!

To sum up all the "I just transmuted this X times and got Y Rubies" posts:
If you're a transmute master, this can proc up to a 5x result. Like any other transmute, the chances of a proc is low, but it can happen.
If you are that high in skill, it means you got a +15 racial. For leveling purposes, that's equal to 525 skill. It's not Wowhead that's off.
Tooltip
Transmutes lesser red gems and the essence of the heartblossom to create an inferno ruby.

There seems to be a lot of confusion about the way this works for X-mute masters.
First of, it's all about RNG, which is short for ''Random Number Generation''.
RNG is a system almost every game uses, be it in combat situations, rare spawn timers, proc rates like these, etc, etc.
What the game ''does'' is pick a random (!) outcome of a batch of numbers or symbols, all attached to an outcome,
depending on what procs are possible (I've seen a 5 proc for the inferno mute) and taking into account possible bonuses from other spells, buffs, guildperks etc.Every single transmute gets a new chance on a new outcome, be it the same, be it different, they do NOT have dimishing returns, in fact one can transmute 100 inferno rubies without proccing once, or craft 100 while receiving procs all the way, the outcome is random.
It's the same for random world drops and a lot of other things, some people are lucky to find a zone drop on their first kill, some find it on their 600th kill, every kill has the same chance of dropping that particular piece of loot.
This wiki might help if frustration struck you after muting over 20 rubies without a single proc like me ^^
Yes they can proc.
I just made 31 and got 4 procs x2 (none x3/x4/x5)
I got a x4 proc last week. I can confirm they do exist, but they must be really rare.
This x-mute is an amazing gold generator. Partner up with a JC friend and turn those carnelians around from 3-4x profit!
I just transmuted 121 and proc'd 24 extra total.
and just xmuted 5 more stacks, 33 xmutes, and got 44 infernal ruby in return.
Max proc I've had from xmuting any gems has been 3x, so it's possible but low chance it seems. example: 40 Inferno Ruby transmutes 1X= 34 2X= 4 3X= 2 4X= 0 5X= 0
I've transmuted over a 100 of these and I have yet to see an X3 proc.
X2 is about 1 in 10, for me. Slightly underwhelming but the procs are pure profit, so I can't complain.
just made 33 of these and got back 46. with a X4 proc once and several x2 procs
just another x5 proc.. followed by a x2 proc :)
Rand one of our raid members in Dominion from Dark Iron - Alliance did a inferno ruby Transmute tonight to make 2 inferno rubies with my mats. on first inferno ruby transmute he proc'd x4 and on 2nd he proc'd x5. lol for 9 rubies total. thats insane. x4x5 procs back to back we ss'd it even. heres the link! i let him keep 3 of the rubies and took 6 since i was only expecting 2 in the first place lol. so EPIC.

Wowhead says 530(green) 535 (gray) but im at 540 and its still yellow just an FYI
I made transmuted 160 of these and I got 1 x5 procced. I posted a screenshot.
I ended up getting 210 inferno rubies total from xmuting 160.
and after 70 xmutes, i hit a X5 proc! :)
Well I just submitted a SS of a x5 Proc from this recipe. It is possible. I have gotten only x2, x3, and x5 myself. I'm guessing you can get x4 but have yet to see it.
just made 20 of these and proc'd ONE x2. I was disappointed.
i'm pretty sure the second gem from the proc has a chance to proc and so on, so if a proc is 10% chance a second proc is 1% chance, third proc is .1% chance etc. they probably have a hard limit on the max amount of gems but i doubt they'd need it a sixth proc is probably less chance than winning the lottery
