Well, given as his body is mostly made out of iron and steel, and he probably shed a lot of mass when he was, oh, busting thru the earth and going on his destructive rampage, he probably lost a lot of these. Edit: and lava. Lots of lava.

Relative to the other ilvl-316 relics that Inscription can make, this one is inordinately expensive, not to mention that it's comparable to [item=63776] or [item=61437], so not a whole lot of demand.
Frankly the only reason to make it is to get to skill level 510, and you can do that much more efficiently via Forged Documents, though it does take 5 days to do so. If you're in a big hurry to power level Inscription, though, you don't have much of an option. Runescroll of Fortitude II is your next best bet, but goes yellow @ 505 and costs 5 Inferno Ink so it's even less efficient.
Not to mention it's a fragment of a scale, not an entire scale. Figure 20-30 fragments out of an "average" DW scale. So yeah, bits of broken stuff = blue. Whole pieces = epic. ;)
