TheWoWDBIt seems there is no difference between the rank 1 and rank 2 version of this, both contain one rank 1 and one rank 2 herb stack.
Why was there even a beta, when there are still so many inconsistencies and bugs at crafting...So, no point in putting points in transmutation or use concentration to craft this on rank 2. Reagents are dirt cheap though, so just craft this on rank 1 for a small daily gain.

I am currently gathering data on this and will make sure I have a large enough sample size to have a 95% confidence interval.
Since last patch, it does make a difference. Finally! Now, with rank 2, at least a part of herbs obtained are rank 2.
