TheWoWDBDon't be stupid like me and buy another pattern, because you didn't get rank 2 upon crafting. Talk to Muirn Ironhorn at the Firmament Stone after you crafted it, he will give you the rank 2 pattern, then you can use rank 3 and save yourself materials.
P.S.: I thought it was gated behind a WQ, since most of these are (or used to be?).

It would nice to see how to get levels 2 and 3 for this pattern seeing as how they listed above but no links or hints that help.
I think someone has again invoked the rule:
