Once choosing Archiving you will need to use 10 points toward the Shared Knowledge trait before you can learn the Draconic Treatises trait. After learning the trait, you can craft Draconic Treatise on Inscription which then has a chance to learn the other treatises. Each further treatise you choose has a random chance of teaching you a new treatise recipe.

My theory on the discovery chance:
- First Craft never gives one
- A roll is guaranteed but if it is a pattern you already had, you get nothing.
