The higher the level, the more fish you catch. Plus, the higher your level the greater chance of catching rare items. My mage brought up a gold coin the other day. That allowed me to get Otto the mount after more fishing quests. Caught the gold coin at level 25 of fishing. Moved up to 100 in the subsequent quest that leads to Otto.
