He means because 25 of them is by far NOT soloing.
Don't be scared off by the long cooldown compared to a [pet=11]'s [spell=50498]. All three stacks of [spell=113746] are applied at once, so your target is at the full 12% armor reduction sooner, not later.
For those that didn't know, Dust Cloud was changed in Mists - it used to reduce physical attack speed, but nobody does that anymore. [pet=35]s used to weaken armor, but they got a new ability, so [pet=12]s filled the gap.
