TheWoWDBFinally got around to picking up the 15 hydrocores needed to craft this. I cannot guarantee any of this as drop rates may not be 100%, but I learned the 370 gloves on my first craft of 355 and I learned the 385 gloves on first craft of 370.
Also, scrapping the 355 gloves gave me all 15 hydrocores back. Again, may not be guaranteed, but I suspect it is and this is Blizzard's intended method of rerolling the secondary stats if desired. You ultimately spend the expulsom for each craft, but not the hydrocores. In a few weeks when I can craft the 385 gloves (or if I get better from a drop) I'll see if the sanguicells are also refunded on scrapping the 370s.
