TheWoWDBDo we know if there is a Delve Tier requirement for this to drop? Just ran 20x Tier 4 with enchanters, looting 2 Heavy Trunks per run each (200 total chests) and none of us a got a single Recipe.

I've also been wondering and the recipe on wowhead says it's only dropped from the surplus bags :/
